Rev limiter

my bike shows all the signs of being restricted, it wont rev past 10k revs although the guy who serviced it for me said it would freely rev past and up to 12 when not in gear. It's an L9 model with uk clocks? i've read about de-restricting it in the workshop section, im a tad unsure as to whether its do-able? as it says its never been properly tested? :smt017
Any advice would be greatly appreciated MAZ

if it ain't revving past 10k then it must be restricted or your tacho is bust?

best way to tell is to check if the speedo is connected to the loom. If its not also check there isnt a spare wire hanging around, could be an import thats had the clock changed.
