Not Revving properly

Hi there all i just got a L3 zxr400 as a little toy, i picked it up cheap but it came with its issues. Firstly it really struggles to rev past 8k-10k and sometimes it idles at about 4k it also doesnt go past 90mph i have checked the cdi unit it is a blue uk model and so i thought it may have restrictor plates (which it doesnt) so i looked at the inlet rubbers and i reckon they are screwed (picture attached) anyones thoughts one them on where i can get new ones or if i can repair them. I also checked the main jets they are 95, is this the correct main jet bearing in mind that i have a k&n air filter and a full akrapovic system. If anyone else has any more thoughts it would be greatly appreciated!
