Is it ok to run the engine with the pipe that cools the carbs blocked off?

Why is it that my new head (H model) doesn't have a return for this pipe but the old head (L model) does.

hi, the pipes not to cool them mate, its to warm them up in cold climates. can't see why they wont work without the heater pipes as they were made with and without as long as you don't live in iceland??
