Where do you check between...400h..lobe and rocker or shim and rocker.??my nc30 is the same as near as in valve train and that is shim and rocker(even though Haynes book of lies says lobe and rocker!)..thanks

Between lobe and rocker is right if you go for 13-17/16-21 clearance.
In the kit manual there are bigger clearances mentioned which should get measured between shim and rocker
