Where are you adjusting it?

There is one adjustment on the lever, another just in front of your right foot.

The L2 I'm currently working on has been fitted with some kind of NON Kawasaki after market clutch cable.
It is defo too long and the adjustment cannot take up the slack. Which seems to me to describe your problem exactly.

Just saying like

Is there a return spring , as has virtual no return on the control arm

No
Unless of course you consider the clutch springs to be "return" springs

Is the rotor arm placed correctly?
