How much faith do you chaps put in the test in the manual?
I only get six of readings in the table,, everything else reads OL , making me think I have a duff CDI. Though there is that disclaimer saying you need a kawk tester to get accurate readings.
There is a spark to all four plugs , I'm convinced it's weak. Does this sound like a duff CDI? Internal resistance of the coils is good. Fresh HT leads, it's my third set of plugs as well.
I have a 21119-1332 Blue labelled "M" CDI on a '91 L1

Re: Testing CDI units
I have a problem similar to yours with the same type of unit, I do not get to the spark plugs for the 'power of the engine.
doing a test with a simple light bulb connected to two wires that I saw through the gray wire of the 'switch passes a current very weak.
what could risolvermi the problem is in the best way to test the control unit (ic igniter) to know if it works properly and I invite all the fans who frequentanop this forum to help me if possible or find a bike like mine to see if the same defect has also on that.
I hope to give you help solve just hope you do the same.
