Oil Level

Hello, im new here, so i thought i would start off by asking a question which i cant find the answer anywhere.
What level should the oil be in the forks, ive heard 95mm from the top, but what part is the top, (the very top, or the seal)
And is that when the oil has been pulled up through the damper?
