Not responsive at low revs

I bought a zxr 400 race bike the other day and im new to it all. When I start it up and rev it, it takes its time to rev higer, its idle is about 2000RPM, it just seems really sluggish when I first rev it a little. After 4000 revs its responsive and ok ...Is this normal for ZXR 400s ? Could it be because its cold ? Could it be cam timing ? Carbs ? Cheers

they are pretty dead below 4000rpm, even worse when cold.

depends on whats been done to it as a race bike but as long as its not really bogging to death and is fine higher up it sounds fairly normal being slow.
