Help needed

Hi

My son has just brought a ZXR400 not sure which model "L" it is. It was registered in the uk in 1991
It starts & runs lovely but once out on the road it burbles. ie wont accelerate. it appears to always be about 8000 revs. Fuel consumption seems to be about 28 to the gallon? First time out it was fine & then began a steady decline. I have stripped the carbs & cleaned them. Only area that seemed poor was the main needles that were a bit worn. Everything else seemed fine, even the rubbers. Can you set float heights? is the fuel pump ng to much in or not enough? triangular end can fitted? jetting change required?
Any ideas?
