Re: HELP!!
The nipple is connected to a "breather" pipe inside the tank which allows air to enter the tank as petrol is consumed by the engine. There is usually a rubber pipe connected to the nipple, running down to the metal ring on the frame near the foot brake to take care of any overflow. I think the petrol tank should only be filled to the bottom of the neck in the tank. If you have filled it to the brim you may have reached the top of the breather tube in the tank, and it is syphoning the excess out.

Re: HELP!!
Or your tank has an internal hole between the tank and that tube, so you fill the tank so far up and then it hits that hole and fuel will come out the drain, and never allow you to fully fill the tank?

Re: HELP!!
And just to correct you, that hole is actually the "water drain" hole for any water getting past the petrol cap, the actual breather hole is through the key slot
