Just bought a 1993 ZXR400 it is hard to push when in neutral I don't think the brakes are binding what else could it be?
Any help is greatly appreciated.

Immediate thoughts:
The rear chain is not flexible due to old oil and dirt.
The rear wheel is not adjusted properly so that the engine and wheel sprockets are not in line.
Release the rear brake caliper to ensure that is not binding.
Since you are changing it to a track bike, the lights and indicators will not be required so just unplug them from the wiring harness and remove.
