Applying choke at operating temp

What should happen to your bike if you apply the choke at operating temperature at idle? With mine this causes the revs to increase from idle to about 5000 rpm.
This suggests to me that my pilot circuit is lean? (I definitely do not have an air leak, I have tested for this extensively)
The reason I ask is because my bike idles really poorly but I seem to have conflicting symptoms and cant figure out if it is running too lean or too rich...
