Titanium can adjuster bolt?

I cannot drill this thing. I've gone through a whole set of brand new drill bits.

It just blunts the extractor set I bought. How the deuce can I get this bolt out?!?

What drill bits you using? HSS dont work very well on hard materials, cobalt drills normally have a better angle, flatter profile, or you can regrind the HSS, just a bit of help for the future, or use dormer, lovely shallow profile with double cutting point, cuts like a hot knife through butter
