Ok, so I bought a new set of fork seals, put them in and topped up with oil (424ml per side)
Only problem is, every couple of days there's a pool of oil sitting between the oil seal and dust seal, after a few days this leaks over the top and onto the discs and floor
I'm pretty sure I've got the right size seal (though they aren't genuine Kawasaki). Could it be that there's too much oil and its literally just being forced through the seal?
Bear in mind I have a zx400 rather than a zxr400,but I've been led to believe they're the same forks

My forks have MK-1L and K121-0 MK-1R stamped on them if that helps

Did you use genuine seals?
Are your fork pitted or corroded?

Didn't use genuine seals and forks are in great condition. Genuine seals have been bought along with new bushings, to go in this week. Hopefully that'll fix the problem
