Can someone explain how they work and if they are worth the money?

Not 100% sure how they work as such other than making air readily available as its constantly pressurised by the incoming air flow. Thats my best understanding.
For racing they may be worth it as a fair few racers seem to go for it, but for the road i think the general concensus is that they arent, you just wont be going fast enough most of the time id have thought.
