Little power over 8K rpm, revs to 14k in neutral just fine

Following symptoms:
Bike barely pulls after 8K rpm (no matter the gear)
After 8K rpm the throttle has a "sweet spot" there it pulls a little bit but not much. More throttle after this it pulls less, same goes for less throttle.

Things I will test:
Will it pull beyond 8K rpm with a bit of choke added? (later today)
Will cleaning and adjusting the carbs help? (this weekend)
Will a new air filter help?

Some additional info on the bike:
It has been restricted to 25kW? Should be 25kW according to the license but I remember the seller stated 35kW. (will hopefully be able to see this weekend as I will be taking of the carbs)
Bike doesn't like starting, needs choke and a minute or 2 to warm up before it keeps a high enough idle (about 1350rpm), when it is warm it needs a bit of throttle to start

Anything I am forgetting to check? Or other general related advice?
Also does someone know the air filter dimensions? I couldn't find online and plan on replacing the current one as it is of unknown age and not very clean, haven't been able to see it's brand either.
