timming

hi there been looking through the forum for a few hours now and trying to find out if the cams are set on TDC or set on fire ? can get everything to line up ok on TDC but cant turn the crank( trying not to be to cack handed as dont want to bend valves) can also get things lined up ok on fire and crank will turn. is it just that i need to put more force into crank when on TDC as it is working on 2 sets of valves. any help would be great am on a bit of a tight time frame though so hears hopping.

ste crank to tdc then both marks should be pointin out level with the head then tightin up the tentioner and turn the crank a few times to see if it still lines up if your still havin trouble read the top end section on the h manual its same as on the l but goes into more detail
