I might be wrong but I dont think it's a separate fuse for high beam

If thats not working as well as the high beam id suspect they are both just blown filaments.
Get the headlight bulbs out and have a look, you should be able to manage it just by turning the forks out the way, its fiddly but saves the hassle of stripping the front nose cone off.
