ZXR400 SP set up

Got the bike to the track today & have found a few interesting things, history first... the bike was bought already set up as a race bike but after a small off in November 07 by the previous owner the bike has sat idle since then. I have spent about 20 hours to get it to a rideable state but by no means ready for racing. So today was a shakedown to see what I need & what the bike is doing & not doing.
Now for the big question the fork legs are 5mm through the top yoke obviously to make it tip in a bit easier but I found she was hard to throw into corners ... the steering seemed real slow, Is this common?

No, shouldn't be slow. I take it everything is straight and the head bearings are OK? Is there a steering damper fitted? (too stiff?)

Are you using all the fork travel? are they set up for your weight? etc

You can go upto 16mm showing through yokes (but really should have a steering damper for that), but be carefull that the wheel doesn't touch the oil/rad under braking using all fork travel. You can bend/modify the lower rad bracket to move the rads back as far as possible.

Thanks for the replys guy's, to answer your questions: Steering head bearings are ok & no notching or binding when the bars are turned, there is no steering damper fitted, Tyres are bridgestone slicks 160 65 rear & 120 60 front I think they were brand new at the start of the day & fork travel was about 80% but the forks feel really soft? I have been thinking about it & it could just be me .... coming off an 05 ZX10R that was beautifull on the track, to this bike that is 18 years old, I might just have to get used to it after a shock rebuild & some new fork internals & fresh fork oil.
