Re: zxr400 tight on full lock
My bars were close to my tank like yours later found out it was because the bike had been drop by the last owner and bent the bars slightly.
So I bought some Renthal clip on bars sorted the problem out.

Not sure if the H is the same but you have to take the top yoke off to get the bars out as they are recess around the forks.
Then slide the clip on up off the fork.

Re: zxr400 tight on full lock
The MoT tester failed my 91L last year on this point. I showed him that the position of the clip-ons is determined by them being fastened to the underneath of the top yoke. So there is no adjustment possible. He wasn't impressed and told me that I would have to increase the clearance somehow. The lock is determined by a couple of lugs on the lower fork yoke meeting a central lump on the headstock. I drilled and tapped the two lugs, and installed a flat head stainless screw in each. This had the effect of reducing the amount of lock, and satisfied the tester. It does mean that there is slightly less turning available, but the original amount is not brilliant anyway.
