Yes it is a complete conversion, so take off your current rear plastics and replace with one large single seat unit
As far as i know they are road legal, you are probably better off asking them that to be sure. Wonderpupp on here had one so she will know better than me, it should be just a case of swapping them, if its anything like my sp seat unit they are a bit fiddly to fit on but once you get the knack its easy.
While were on the subject someone couldnt possibly tell me what these undertrays are http://www.performancemotorcycleparts.com/ take a gander at these. if for instance i get this single seat conversion will i need one of these 2 is this the part with the rear light /indicators on if you wan it? cheers.

Has anyone fitted an L model seat to an H model subframe? If so, I'd like to hear what fixings they had to make. It's doing my head in
I want to put a 'foreign' seat cowl on my ZXR400, such as a CBR600RR or Ducati 748 seat. I'm tempted to just weld the subframe of the relevant seat cowl into position so it will fix straight onto the frame. Which is easier? Welding/cutting existing subframe or buying subframe to attach foreign seat cowl?
Or if anyone has an idea and/or some pics I'd be happy to read them.
