To be honest all the ZXR400s I've ridden have been a bit stuttery/bog down below 4k, I've just got used to giving it a bit of revs before pulling away and it's fine, maybe it's meant to be like that. That's the first thing I notice getting on the larger bikes (636, 750, 954, 1000 etc.) the extra bottom torque.
Did you say you had a ZXR400 H before? Was that one similar?

It does seem to be the norm doesn't it! I'm not overly worried about it, though at really low speeds like in the car park at work where I'm giving it a whiff of throttle and clutch it's a bit of a pain. Not really noticeable on the road, especially the last few days as I've been training myself to drop into lower gears earlier and keep the revs up for longer.
Err I had the old H a good 8-9 yrs ago and can't really remember. It does seem oddly familiar so perhaps it was the same

Sounds exactly the same as mine mate.. I just get into the habbit of slipping the clutch a bit and popping the revs up a bit when trundling around slowly. Even worse with a 13st pillion on the back, filtering for hours on the Mayday Run

I can't imagine what a passenger does to one of these, last bike I took a pillion on was a 600 and I thought it completely screwed that up. No thanks on a 400!
T'was a busy day yesterday, have done: plugs changed (#4 appears to be running a little rich, hmm), air filter (original old one was a little grubby), oil\filter change, chain cleaned and waxed and new frame\swingarm bobbins fitted.
Having looked at the brake fluid it's a little on the dark side so will have to change that at some point. Might as well stick some braided lines on while I'm at it
What brake pads are recommended for std discs, OE?
